Unknown attackers have been testing the defenses of companies that run critical parts of the Internet, possibly to figure out how to take them down, cybersecurity expert Bruce Schneier warned Tuesday.

Large nation states -- perhaps China or Russia -- are the likely culprits, he suggested.
"Nation state actors are going to probe to find weaknesses in all of our technologies," said Travis Smith, senior security research engineer at Tripwire.

They "want to know what can be done not only in the event of a cyberwar but a kinetic war as well," he told TechNewsWorld.

The Growing DDoS Threat
The easiest way to take a network off the Internet is with a distributed denial of service attack, Schneier said, and some of the targeted companies recently have been hit with DDoS attacks that are significantly larger, longer lasting, and more sophisticated than before.

The attacks typically ramp up to a particular level then stop. They resume at that higher level and then continue ramping up, as if the attackers are looking for the network's exact point of failure, Schneier speculated. The attacks use multiple vectors, forcing targets to deploy all of their defenses, thus disclosing their capabilities.

DDoS and other attacks hit record heights in the second quarter of this year, Akamai reported. DDoS attacks rose 23 percent over the number recorded in Q4, 2015, and Web application attacks increased 26 percent.

Targets suffered a greater number of repeat DDoS attacks -- 29 on average. Multivectored attacks increased, as did mega-attacks of more than 100 Gbps using simple attack vectors.
Possible or Not?
State actors "are probably looking at a number of different ways to disable parts or all of the Internet," commented Paul Mockapetris, coinventor of the domain name system, currently chief scientist at ThreatStop.

DDoS is one of the ways to do that, and "I would imagine state actors would attack routing systems as well," he told TechNewsWorld.

The attacks would be most effective against shared commons -- the public resources on the Web -- but "people could go back to the system of partitioning the Internet," Mockapetris suggested. "Those who have their own protected network will continue to have Internet access."

A takedown of the entire Internet is not going to happen, contended Martin McKeay, security advocate at Akamai, because "it's a whole bunch of networks, and you're not going to take it down unless you take down all the circuits. You can take down a company, an organization, or part of a government -- but you can't really take down the Internet as a whole."
Communications links are too widespread for a global attack to succeed, he told TechNewsWorld. There are "a couple dozen terabit circuits from San Francisco alone, to Hong Kong and Tokyo and other places."

The largest network layer attacks seen so far, approaching 500 Gbps, "are an order of magnitude smaller than the bandwidth capacity the largest transit providers and ISPs manage," noted Tim Mathews, vice president of the Incapsula product line at Imperva.
"With proper DDoS protections in place, most attacks would be stopped in their tracks," he told TechNewsWorld.
Worst-Case Scenarios
The loss of utilities and emergency services resulting from an Internet takedown could "promote the establishment of militia groups" and, possibly, a breakdown of society, warned Michael Patterson, CEO of Plixer. "Imagine your neighbors excluding you from protection because you have no resources to share."

The responsibility to safeguard the Internet from attacks "has fallen largely on service providers," he told TechNewsWorld.

In the short run, banks and other businesses could sustain considerable economic losses if the Internet went down and they lost ephemeral transactional data, Akamai's McKeay suggested, but "long-term outages aren't a problem."

The Eternal Email Meeting

        Email and the lack of Netiquette have spawned a new category of appointment: “TEEM” (the eternal email meeting). Since email allows indefinite last-minute changes and postponements, many people postpone meetings time after time, often for weeks or months. As can be expected, a significant amount of these end up not occurring at all. This can be frustrating all the attendees. Good Netiquette might have prevented a host of these TEEMS, and consequent loss of time, strain on relationships, damaged reputations, and frustration and resentment. It is in keeping with proper Netiquette that, when an appointment, meeting, or event is committed to in writing, a best effort be made to accommodate everyone.
        Some individuals do not know how, or find it difficult, to say no to a request to meet. Others may have ambivalence about meeting and resort to postponing an appointment multiple times. Of course, many times having to change is necessary or appropriate. Here are some good basic Netiquette rules to apply:
  1. If it is not desired or necessary to have a meeting, session, or conversation (such as solicitation for a service), simply say no and, if warranted, state clearly that the meeting is not desired.
  2. Also provide a time frame in keeping with the circumstances. Be specific, whether time frame is never, in a week, or longer. If possible, schedule the meeting or event immediately. If this is not possible, specify when the next contact should be and who should initiate it. If these details are left without a resolution or commitment, it is likely confusion or unnecessary actions will result in  time being wasted.
  3. If an appointment needs to be moved, notify the appropriate parties. Good Netiquette behavior requires a brief apology and explanation. Usually it is not necessary to elaborate upon what specifics are involved.
  4. Know the difference between postpone and cancel. Many people do not clearly specify if an event or meeting is meant to be postponed or, rather, canceled altogether. Either way, an explanation and regrets should be stated.
  5. Confirmations: when an invitation is sent out or offered, request a reasonably prompt reply. If the process is automated, reply as quickly as possible. Should a tentative acceptance be necessary, state when a definitive response will be provided. When an invitation has been proffered and no reasonable answer given, it is well within Netiquette guidelines to resend the request after a period of at least 24 hours. When initiating a second request, do so in a polite manner, without assumptions or scolding. Rather than feeling ignored, it may very well be the case that you have been the reason for the delay by virtue of a misspelling, wrongly selected email account, or an aggressive spam filter. Regardless, it should never be assumed an invitee has received the request, opened it, or had the time to read it.
  6. Reminders: the longer the time between an invitation and an event, the easier it is to have any lapses in attending. It is appropriate Netiquette to make sure that at least one reminder is sent between 24 an 48 hours of the scheduled event. If any of the attendees are traveling, make sure all are aware of this, so as not to cancel or postpone without good reason. If you have sent at least one reminder and not had a confirmation, it is prudent either to call or send another polite message notifying the party or parties that without a reply, the meeting will need to be postponed (not canceled).

Complaints are a sensitive type of email and can likely go awry. Can they be effective? Can they keep a civil tone? Read below for a good set of principals to use when a complaint letter is necessary.

 

The Netiquette of Complaints

         Creating an effective complaint email can be particularly challenging in maintaining Netiquette. By the time a complaining email is composed and sent, there is probably a significant amount of time, loss of service, or inconvenience and, most significantly, anger and frustration. The general inclination for many would be a communication with rough language, reprimands, threats, demands, and unmistakably negative tone.

        Unlike face-to-face complaints, an email can be ignored, quickly discarded, never read, or be “auto replied” to. In order to increase the likelihood of a complaint having some results and effects, the following items should be taken into consideration:
1.       Utilize all forms of Netiquette.
2.       Identify the proper recipients.
3.       Determine the processes companies have put into place and follow them.
4.       Be concise and to the point.
5.      State what the expected result was presumed or intended to be.
6.       State what the result actually was and provide the difference of relevant effects (i.e. loss of time, money, or other negative impact).
7.       Detail a solution—be specific. Include reasonable goals, such as time to resolve, objectives, or needs.
8.       Request a response with a realistic schedule.
9.       Verify you have addressed the correct person or department. Ask for the right one if needed.
10.    Request a response that your correspondence has been received. (This is not  number eight above, which is a resolution outline.)
11.    Show open-mindedness and willingness to cooperate rather than a demand for a single solution.
